In this cooperative adventure, players command two characters each to guide Frodo through Middle-earth while battling foes and avoiding Nazgûl. Work together using unique character abilities to complete varied objectives across different scenarios. Victory requires destroying the One Ring before Frodo succumbs to despair. Features 24 objectives, 14 events, and 13 characters for replay value.

Get Ready

Setup the game with these step-by-step instructions before diving into your turn.

1
Place the game board
Put the board in the center of the table where all players can reach it

Place markers on tracks
Put the threat rate marker on the threat rate track and the hope marker on the hope track, each on the space containing a dot

Create the shadow deck
Place the 2 special shadow cards (Sauron and Saruman) into the shadow discard pile, then shuffle remaining shadow cards facedown to form the shadow deck

Add Dwarven troops
Place 3 grey troops at Dwarven locations: 1 in Ered Luin, 1 in Erebor, 1 in Iron Hills

Add Elven troops
Place 4 green troops at Elven locations: 1 in Grey Havens, 1 in Rivendell, 1 in Lórien, 1 in Woodland Realm

Add Rohirrim troops
Place 3 brown troops at Rohirrim locations in Rohan: 1 in Helm's Deep, 1 in Edoras, 1 in Eastemnet
7
Add Gondor troops
Place 5 blue troops at Gondor locations: 2 in Minas Tirith, 2 in Dol Amroth, 1 in Pelargir

Add shadow troops
Place 18 red shadow troops at red locations: 1 in Dunland, 1 in Isengard, 2 in Moria, 1 in Dol Guldur, 3 in Rhûn, 2 in Minas Morgul, 2 in Barad-dûr, 3 in Núrn, 1 in Umbar, 2 in Near Harad

Draw additional shadow troops
Draw 9 shadow cards one at a time, placing 1 shadow troop into each red location shown, then discard these cards

Add Nazgûl to regions
Place 9 Nazgûl: 2 in Eriador, 1 in Rhudaur, 1 in Misty Mountains, 1 in Gondor, 4 in Mordor

Place the Eye of Sauron
Put the Eye of Sauron token on Eriador

Select objective cards
Put the Destroy the One Ring objective (marked with red star) and 3 other randomly selected objectives faceup by the board

Hand out character cards
Take character cards set aside by objectives and add randomly selected cards until you have 2 character cards per player, then shuffle and distribute 2 to each player

Hand out reference cards
Give each player 2 reference cards showing actions on one side and dice on the other

Place character figures
Each player puts their 2 character figures into the starting locations shown on their character cards

Deal out player cards
Set aside 12 Skies Darken cards, shuffle event cards, and select events based on player count:

Build the player deck
Divide remaining player cards into stacks based on difficulty (Introductory: 4 stacks, Standard: 5 stacks), shuffle 1 Skies Darken card into each stack, then pile stacks together with larger piles on top

Determine first turn
The player with the region card showing the lowest number takes the first turn

On Your Turn

What you can do during your turn.

Follow the three-step turn structure
Complete these steps in order: Do Actions, Draw 2 Player Cards, Draw Shadow Cards

Perform up to 4+1 actions
Do up to 4 actions with one character and up to 1 action with your other character, completing all actions with one character before switching

Move to a connected location
Move your character along a normal path, special path, or battle line to an adjacent location
4
Bring companions
Other characters or friendly troops in your starting location may come along with permission
5
Pay for special paths
The character doing the Travel action must spend the symbols shown on special paths
6
Pay for Frodo's movement
When Frodo travels, spend 1 Stealth symbol or roll a search in his destination
7
Roll a search when required
Roll 1 search die for each Nazgûl in Frodo's region and each shadow troop in Frodo's location (maximum 7 dice)

Spend Resistance to reroll
Any character present may reroll 1 search die per Resistance symbol spent
9
Share cards with another player
If your character is in the same location as another player's character, give or take a card matching your region with their agreement
10
Enforce hand limit
If the receiving player exceeds 7 cards, they must immediately discard or play an event card
11
Convert cards to tokens at havens
Discard a region card to take a symbol token matching the symbol shown on the card (Friendship, Valor, Stealth, or Resistance)

Add friendly troops
At a Dwarven, Elven, Rohirrim, or Gondor location, spend 1 Friendship to add 1 troop matching your location's color from the supply
13
Initiate combat
You may Attack if there are both friendly troops and shadow troops in your character's location

Shift the Eye of Sauron
First move the Eye to the region where the attack is taking place

Roll a battle
Roll up to 1 battle die per friendly troop present (minimum 1, maximum 3)

Spend Resistance to reroll
Any character present may reroll 1 battle die per Resistance spent

Show Valor
Any character present may spend Valor to remove 1 shadow troop per Valor spent

Check for lost haven
If shadow troops occupy a haven with no friendly troops, cover it with a shadow stronghold token and lose 3 hope
19
Capture a shadow stronghold
If your character is at a shadow stronghold with at least 1 friendly troop and no shadow troops, spend 3 Valor to capture it

Place a haven token
Put a haven token on the captured stronghold; it now functions as a haven

Gain hope and shift Eye
Move the Eye of Sauron to the region and gain 2 hope
22
Prevent future reinforcements
Capturing Moria, Isengard, Dol Guldur, or Umbar prevents shadow troops from appearing there

Attempt destruction at Mount Doom
Frodo may spend 5 Resistance to attempt to destroy the One Ring after all other objectives are completed

Roll the final search
Roll 1 search die per Nazgûl and shadow troop present, plus 1 die per hope missing from the hope track (maximum 7 dice)

Win if hope remains
After the roll, if at least 1 hope remains, the players win

Draw 2 cards from the player deck
Take the top 2 cards together after completing actions

Lose hope if deck is empty
Lose 1 hope for each card you cannot draw

Play event cards freely
Any player may play event cards during any turn; this is not an action

Resolve Skies Darken cards immediately
When drawn, resolve all four steps:

Remove Skies Darken cards
After resolving, remove them from the game without drawing replacements

Enforce hand limit of 7
If you have more than 7 cards after resolving Skies Darken cards, discard or play events until you have 7

Flip the top shadow card
Place it face-up next to the shadow deck to reveal which half to resolve

Resolve based on flag shown
If a red flag shows on the deck top, resolve the top section (Advance); if a black banner shows, resolve the bottom section (Reinforce)

Draw cards equal to threat rate
Resolve shadow cards a number of times equal to the current threat rate

Move shadow troops forward
Move every shadow troop on the shown battle line 1 space forward toward the haven

Move frontmost troops first
Begin with troops closest to the haven, then proceed backward along the line

Roll battles after advancing
Roll a battle in each location on the battle line containing both shadow and friendly troops, starting from the frontmost location

Check for lost havens
If shadow troops occupy a haven with no friendly troops, cover it with a shadow stronghold token and lose 3 hope

Add a shadow troop
Place 1 shadow troop at the indicated location (no limit to troops per location)

Roll a battle if needed
If friendly troops are present at that location, roll a battle

Resolve special orders
Follow the bottom section instruction:

The Drums of War and The Wheels of Saruman have special effects instead of normal advance/reinforce

Winning

How to claim victory.

1
Complete all objectives to win
Players win the game when Frodo successfully completes the Destroy the One Ring objective at Mount Doom
2
Complete other objectives first
The Destroy the One Ring objective may only be attempted after all other selected objective cards have been completed
3
Follow objective requirements
Each objective card lists specific requirements; when met, follow the When Completed rules and flip the card facedown
4
Lose if hope reaches zero
All players lose immediately if the hope marker reaches the 0 space (Despair) on the hope track
5
Track ways to lose hope
Hope is lost by:
6
Gain hope by capturing strongholds
Gain 2 hope when capturing a shadow stronghold; many objectives and abilities also grant hope
7
Cannot exceed maximum hope
If the hope marker is at the top of the track, no additional hope can be gained
