Players build Saint Petersburg by collecting craftsmen, buildings, and aristocrats across multiple rounds. Craftsmen generate money, buildings provide points, and aristocrats offer both plus end-game bonuses. Unique cards deliver enhanced benefits. Victory goes to whoever accumulates the most points through strategic purchases and timing.

Get Ready

Setup the game with these step-by-step instructions before diving into your turn.

Sort the money
Place all coins (values 1, 2, 5, 10, and 20) into a common bank

Shuffle card decks
Separately shuffle each of the four card groups: workers (green), buildings (blue), aristocrats (red), and trading cards (white)

Arrange card decks
Place face-down decks in order: workers, buildings, aristocrats, trading cards

Distribute starting money
Each player receives 25 money

Keep money hidden
Players should not reveal or announce their money amounts to opponents

Assign administrator
One player manages the bank, collects payments, distributes earnings, places new cards, and tracks scores throughout the game

Deal starting player cards
Administrator shuffles 4 starting player cards and distributes:

Exchange for markers
Players reveal starting player cards and exchange them for matching colored turn markers, placing them in front of themselves

Deal initial worker cards
Administrator draws worker cards face-up in a row (left to right):

Mark current phase
Rotate the worker deck 90° to indicate the worker phase is active

The game always starts with the worker phase

On Your Turn

What you can do during your turn.

Understand game structure
The game plays in rounds, each containing 4 phases in order: Workers, Buildings, Aristocrats, Trading

Know phase structure
Each phase has 3 parts: Player Actions, Scoring, New Card Placement

Determine turn order
The player with the current phase's starting marker goes first, then play continues clockwise

Choose one mandatory action
On your turn, you must perform exactly one of four actions:

Continue until all pass
The phase's action portion ends only when all players pass consecutively

Score current phase
After actions end, score points/money only for the current card type:

Receive from matching cards
All face-up cards of the current type score, regardless of when they were placed

Replenish cards
Administrator adjusts card display:

No scoring occurs
Trading phase provides neither money nor points

Replace cards only
When buying or playing a trading card, you must replace an existing face-up card in your area that matches the color shown on the trading card

Match requirements
Blue trading cards replace any building; red trading cards replace any aristocrat; green trading cards must also match the goods symbol

Remove replaced cards
Replaced cards are removed from the game entirely

Pay the difference
If trading card costs more than replaced card, pay the difference; if equal or less, pay 1 money minimum

Cannot swap trading cards
A trading card cannot replace another trading card

Remove bottom row
At phase end, all remaining cards in the bottom row are removed from the game

Shift and refill
Move top row cards to bottom row (right side), then draw new cards to top row until 8 total cards are displayed

Duplicate card discount
Pay 1 less for each identical card you already have face-up

Bottom row discount
All cards in the bottom row cost 1 less

Gold Foundry benefit
Pay 1 less for every aristocrat (red) card purchased

Carpenter's Workshop benefit
Pay 1 less for every building (blue) card purchased

Stack all discounts
All applicable discounts combine, but minimum payment is always 1 money

Pass markers left
After all 4 phases complete, each player passes their starting marker to their left neighbor

Begin new round
Start again with the worker phase

Winning

How to claim victory.

Trigger game end
When the administrator places the last card from any of the four decks, players complete all remaining phases of the current round

Continue final phases
If insufficient cards remain to fill 8 spaces, place only what remains in each deck

Score aristocrat variety
Count each unique aristocrat (including trading card aristocrats); duplicates don't count:

Convert money to points
Every 10 money equals 1 point
5
Deduct for hand cards
Subtract 5 points for each card remaining in hand
6
Determine winner
Player with the most points wins
7
Break ties
If tied, the player with the most money wins
