Players rebuild Rome after the great fire of 64 A.D. using multifunctional cards that serve as buildings, clients, materials, or resources. The core mechanic involves role selection where the active player leads an action and others may follow by discarding matching cards. Victory comes from constructing buildings and accumulating diverse resources for end-game scoring bonuses.

Setup the game with these step-by-step instructions before diving into your turn.

Choose ruleset
Decide whether to play Imperium or Republica rules before beginning

Deal starting hand (Imperium)
Each player receives 4 order cards and 1 jack

Deal starting hand (Republica)
Each player receives 5 order cards and no jack

Deal starting hand (Default White Box)
Each player receives 4 order cards and 1 senator (jack)

Select correct cards (Imperium)
Use the alternate Circus and Forum cards with red highlights

Select correct cards (Republica)
Use the default Circus and Forum cards, plus add Tribunal and Palais Imperial from the "Plus de Gloire de Rome" expansion

Use Stairway (Black Box rules)
The Architect ability to make another player's building available to all is performed in addition to the default Architect action
