Complete four phases each round
Play through Boat Phase, Income Phase, Fishing Phase (even rounds only), and Town Phase in order

Pass first player marker
At end of each round, pass the marker to the player on the left

Roll boat dice
The first player rolls all dice in the boat dice pool

Select dice in turn order
Each player chooses one available die from the pool

Mark corresponding box
Fill in the topmost open box in that boat type's section of your score sheet

Use remaining die
After all players have selected, everyone simultaneously uses the lone remaining die

Launch boats when indicated
When filling an activation circle marked [B], fill the box next to the topmost available boat of that type

Activate licenses when indicated
When filling an activation circle marked [L], fill the box next to the topmost available license of that type

Choose boat or license
When filling an activation circle marked [?], choose either to launch a boat or activate a license

Gain three coins
If selecting the three coins die face, fill in the next 3 coin boxes on your coin track

Collect base income
Each player gains 1 coin on the coin track

Apply income bonuses
Add any additional coins from activated licenses or completed buildings

Observe maximum income
The most coins a player can earn per Income Phase is 10

Catch fish with all boats
Fill in 1 fish box on each launched boat simultaneously with all players

Catch extra with Oyster boats
Oyster boats catch 2 fish, or 1 fish and 1 coin

Multiple boats catch multiple fish
If you have multiple launched boats of one type, each catches 1 fish

Full boats cannot fish
Boats with all fish boxes filled cannot catch more fish

Roll town dice
The first player rolls all dice in the town dice pool

Harbor die usage

Track coins earned
Fill in 1 box per coin gained on the coin track

Trigger star actions
When filling a star box, immediately fill in the topmost open box anywhere on your score sheet

Execute activation circles
If the star action fills an activation circle, carry out that action immediately

Star action restrictions
Cannot use star actions to fill coin boxes or fish boxes

Use any die as coin
During Boat and Town phases, gain 1 coin instead of using a die for its normal action

Gain coins for second license
When activating a second license of the same type, gain 2 coins immediately

Replace bonuses
Higher level bonuses replace lower level bonuses; they are not cumulative

Shrimp licenses
Allow using Shrimp die as any boat die face, with increasing star action bonuses at higher levels

Cod licenses
Gain 1/2/3 coins when launching a boat at levels 1/2/3

Lobster licenses
Gain +1/+2/+3 coins during Income Phase at levels 1/2/3

Swordfish licenses
Take star actions after Fishing Phase with increasing benefits at higher levels

Oyster licenses
Catch 2 fish or 1 fish plus 1 coin per Oyster boat, with boat capacity of 6/8/10 fish at levels 1/2/3

Fill topmost box only
When marking boxes, always fill the topmost open box in that section

No skipping boxes
You may never skip boxes in any section
