Pass the Presidency
At the start of each round, the President placard passes clockwise to the next player, who becomes the new Presidential Candidate

Nominate a Chancellor
The Presidential Candidate gives the Chancellor placard to any eligible player to nominate them as Chancellor Candidate

Observe term limits
The last elected President and Chancellor cannot be nominated as Chancellor Candidate (in 5-player games, only the last Chancellor is term-limited)

Discuss the nomination
The Presidential Candidate may discuss Chancellor options with the table before finalizing

Vote on the government
All players, including candidates, simultaneously reveal their ballot cards to vote on the proposed government

Handle failed elections
If the vote is tied or majority Nein, the election fails, the Election Tracker advances one space, and the President placard passes left

Trigger Election Tracker chaos
If three governments fail consecutively, reveal and enact the top Policy; this grants no Presidential Power, resets the tracker, and clears all term limits

Confirm successful elections
If majority votes Ja!, the candidates become President and Chancellor

Check Hitler condition
If three or more Fascist Policies are enacted, ask if the new Chancellor is Hitler; if yes, Fascists win immediately

Draw Policy tiles
The President draws the top three tiles from the Policy deck and examines them secretly

Discard one tile
The President discards one tile face-down to the Discard pile without showing anyone

Pass to Chancellor
The President gives the remaining two tiles to the Chancellor

Enact a Policy
The Chancellor examines both tiles secretly, discards one face-down, and places the other face-up on the appropriate board track

Maintain secrecy
No verbal or non-verbal communication between President and Chancellor during legislation

Avoid randomization
Players cannot shuffle tiles, randomly select, or use any method to avoid deliberately choosing a Policy

Pass both tiles together
The President must hand both tiles simultaneously, not one at a time

Keep discards hidden
Never show discarded Policy tiles to other players; players may lie about what they saw

Reshuffle when needed
If fewer than three tiles remain after a Legislative Session, shuffle the Discard pile to create a new Policy deck

Investigate Loyalty
The President chooses a player to investigate; that player shows their Party Membership card (not Role card) secretly to the President, who may share or lie about results; each player may only be investigated once per game

Call Special Election
The President gives the President placard to any player, making them the next Presidential Candidate; after resolution, the placard returns to the player left of whoever called the Special Election

Policy Peek
The President secretly looks at the top three Policy tiles and returns them in the same order

Execution
The President formally executes a player by announcing their name; if Hitler is executed, Liberals win; the executed player reveals nothing about their role and cannot speak, vote, or be nominated for the rest of the game

Activate veto conditions
After five Fascist Policies are enacted, the Veto Power becomes permanently available

Request a veto
During legislation, after receiving two tiles, the Chancellor may say "I wish to veto this agenda"

Accept the veto
If the President says "I accept the veto," both tiles are discarded and the Election Tracker advances one space
26
Reject the veto
If the President refuses, the Chancellor must enact one of the two Policies normally
