Advance your nation's marker 1-3 spaces clockwise for free, or pay 2 million to the bank per additional space (maximum 6 spaces total); you cannot stay on the same space

Build a factory
Pay 5 million from the nation's treasury to the bank and place either a brown arms factory on a brown city or a light blue shipyard on a light blue city within your nation's provinces (only if no hostile standing army occupies that province)

Produce military units
Each unoccupied factory produces one free unit: arms factories produce armies, shipyards produce ships

Place new units
Put newly produced armies and ships in the province containing their factory

Purchase units
Buy up to 3 military units for 1 million each from the nation's treasury to the bank

Place imported units
Position armies in any home province without hostile standing armies; ships must be placed on light blue port cities

Move ships first
Each ship may move to one adjacent sea (crossing a blue border); newly produced ships must first move to the sea marked by their port's anchor

Resolve naval battles
When ships enter an occupied sea, either side may initiate combat; ships destroy each other at 1:1 ratio

Move armies second
Each army may move to one adjacent land region (except Switzerland) or use ship convoy across connected seas with your ships (one army per ship per turn)

Use railways
Before or after moving, armies may travel freely via railway within their nation's provinces (railways are blocked by hostile standing armies)

Resolve land battles
Armies destroy enemy armies at 1:1 ratio when occupying the same region

Declare army status
When entering another Great Power's province, declare hostile (standing, blocks production/import/factory/taxation) or friendly (laid on side, no restrictions)

Protect last free factory
If a nation has only one unoccupied factory, armies entering that province automatically become friendly

Destroy enemy factories
Three armies can destroy an undefended enemy factory (remove all three armies and the factory); last unoccupied factory is protected from destruction

Place tax tokens
Put a tax token on each newly occupied land region or sea containing only your nation's units (never on Great Power provinces)

Phase 1 - Pay interest
Each player with bonds from this nation receives interest from the nation's treasury; if funds are insufficient, the government controller must forgo their interest and pay other investors from personal funds if needed

Phase 2 - Activate Investor card
The player holding the Investor card receives 2 million from the bank and may purchase one new bond or upgrade an existing bond (paying only the difference to the nation's treasury)

Phase 3 - Invest without flag
Each player controlling no government may invest once (same as Phase 2 but without the 2 million bonus)

Check for government change
After investing, if a player now holds the highest total bond value in a nation (ties don't count), they take that nation's flag

Pass Investor card
Give the Investor card to the next player clockwise

Phase 1 - Calculate taxes
Count 2 million per free factory plus 1 million per tax token; move the tax marker to show this amount

Collect success bonus
The government player receives 1 million from the bank for each space the tax marker increased

Phase 2 - Collect revenue
The nation receives taxes minus soldier upkeep (1 million per army and ship) from the bank to its treasury; negative results yield nothing

Phase 3 - Add power points
Move the nation's marker on the power point track according to the tax table value

Initiate battles
The active nation's government decides whether to attack when entering occupied regions

Defend against invasion
Inactive nations may attack units that just entered their occupied regions

Choose targets
The attacker selects which enemy unit to destroy in 1:1 exchanges

Fight ships vs armies
Naval and land units may only fight each other when ships are still in port
