Foundations of Rome

1-5 players 60-90 min 8.0 Board Game Geek Rating

Players compete as Roman architects purchasing land and constructing buildings like homes, fountains, and foundries in a shared city. On each turn, buy lots, build structures, or collect income. Victory comes through accumulating Glory Points earned from population, commerce, and civic buildings that score based on both your constructions and opponents' adjacent developments.

Get Ready

Setup the game with these step-by-step instructions before diving into your turn.

Place the city grid board
Set the main city grid board in the center of the play area

Select grid size
Use small grid size for 2-3 human players, large grid size for 4 human players (the Consul does not count as a player for this purpose)

Adjust for 2 and 4 players
Ignore the bottom row and rightmost column, optionally covering them with a strip of paper

Place points tracker
Set the points tracker board next to the city grid board

Distribute player trays
Each player takes one player tray indicating their color

Set initial VP markers
Place each player's color marker at 5 VP on the points tracker

Set initial population markers
Place each player's marker above the Population track (indicating 0 population)

Assign Consul color
Choose an unused color for the Consul and place its markers at 5 VP and 0 population

Determine first player
Give one player the first player marker (owner decides who)

Give Consul card to first player
That player receives the Consul card with PLANNING side up and controls the Consul's turn after taking their own turn

Distribute starting coins
Give 5 coins to first player, 6 to second player, 7 to third player, 8 to fourth player (Consul does not use coins)

Place Deeds for Sale board
Position the Deeds for Sale board above the main board

Prepare Deed cards
Shuffle the Deed cards, removing cards based on player count:

Deal starting Deed cards
Deal 6 Deed cards to each human player

Place lot markers
Each player puts a lot marker on the main board for each lot they own (keeping two markers in reserve)

Store Deed cards
Players keep their Deed cards face down in front of them for verification

Choose difficulty level
Select Standard (Consul starts with 0 Deeds), Hard (Consul starts with 2 random Deeds with size 2 buildings if adjacent), or Challenge (Consul starts with 4 random Deeds with largest possible buildings if adjacent)

Create Era piles
Split remaining Deed cards into 3 equal piles and place one in each Era space

Deal initial market
Deal 6 face up cards from Era 1 to the Deeds for Sale board

Prepare Consul building tokens
Shuffle each group of Consul building tokens (sizes 1, 2, 3, and 4) and place face down in 4 separate piles

Optional deed drafting
Deal 6 deed cards facedown to each player, choose 1 to keep and pass rest left, reveal kept card and place marker on grid, repeat six times

On Your Turn

What you can do during your turn.

Take one action
On your turn, choose exactly one action from the available options

Take Income action
Get 5 coins plus the coins shown on buildings you have placed (do not collect VP shown, that is only at Era's end)
3
Buy a Deed action
Pay the cost noted above the card with your coins
4
Construct one Building action
Place a building from your player tray onto the main board at no cost

Execute Consul's turn
The player with the Consul card controls it after their own turn

Winning

How to claim victory.

Score Population at Era end
Players (including Consul) with highest population get bonus points: 4 VP for Era 1, 7 VP for Era 2, 10 VP for Era 3

Score Civic Buildings
Score VP based on snap-in tile specifications per adjacent building, coins, or people (belonging to anyone including Consul)

Score Commerce Buildings
Collect both VP and coins as specified on the building (Consul collects only VP, not coins)
4
Pass Consul card
After scoring Era 1 and 2, pass the Consul card clockwise to the next player (card stays on current side)
5
Begin next Era
Draw 6 Deed cards from the next Era and continue play with the player after the one who took the last turn
6
Score End Game
At end of Era 3, score normally with changes:

Determine winner
The Consul wins if its VP score is higher than any human player; otherwise the human players win cooperatively
