Build a space civilization by selecting role cards that improve your abilities over time. Choose actions like colonizing planets, harvesting resources, or researching technology, while opponents can follow your lead. Playing matching cards from your hand boosts effects. Victory goes to whoever constructs the most impressive galactic empire.

Get Ready

Setup the game with these step-by-step instructions before diving into your turn.

1
Distribute Politics cards
Deal each player 1 Politics card and remove any unused Politics cards from the game

Arrange Role card stacks
Separate the other Role cards by type and place them face up in 5 stacks on their respective spaces on the central card display
3
Build starting decks
Each player shuffles together 10 cards: 1 Politics, 1 Warfare, 2 Colonize, 2 Research, 2 Survey, and 2 Produce/Trade cards

Deal Start Planets
Randomly deal each player 1 Start Planet tile placed face down (survey side showing) in their Empire, then remove unused Start Planets

Create Planet deck
Shuffle the Planet cards and place them in a face down draw deck beside the central card display

Assign start player
Randomly deal 1 Player Aid tile to each player; whoever receives the tile with "Start Player" on the back plays first
7
Set aside extra Influence
Set aside 8 differently-marked Influence tokens, leaving 24 in the supply

Organize Technology cards
Separate Technology cards by type (Fertile, Advanced, Metallic) into three face up piles accessible to all players
9
Draw starting hand
Each player draws 5 cards from their deck

On Your Turn

What you can do during your turn.

Play an Action card
Play one card from your hand and resolve its Action effect, then place the card in your discard pile
2
Skip if desired
You may choose to play no Action and skip this phase entirely
3
No boosting or following
Actions cannot be Boosted or Followed by other players
4
Choose a Role
Select one of the 6 roles from the Central Display: Colonize, Research, Produce, Trade, Survey, or Warfare
5
Take the Role card
Take a card from that stack (if available) and place it in your play area
6
Boost the role
Play any number of cards from your hand with matching symbols, plus use symbols on face up planets in your Empire
7
Resolve with Leader bonus
Execute the Role effect including the Leader bonus, counting all symbols used to Boost

Opponents respond
In clockwise order, each opponent either Dissents (draws 1 card) or Follows (plays matching symbols to execute the role without Leader bonus)

Action effect
Draw 2 cards from your deck to your hand

Role effect
Look at one fewer Planet card than the number of Survey symbols played, examine front and back, choose 1 to add face down to your Empire

Leader bonus
Look at 1 additional Planet card

Action: Collect fighters
Collect 1 Fighter token and place it in your Empire

Action: Attack
Return X Fighter tokens to the supply and flip over 1 planet in your Empire (X = Warfare cost on Planet card)

Collect 1 Fighter token for each Warfare symbol played

Leader bonus
Attack 1 Planet instead of collecting fighters

Attack restrictions
Players may only Attack face down planets in their own Empire and may not Attack when Following

Action: Add colony
Tuck the Colonize card underneath a planet with Colonize symbols showing

If a planet has sufficient Colonies (as indicated on card), flip it over and place all Colonies into your discard pile

Role effect
Tuck all cards played under any number of face down planets; each Colonize symbol counts as a Colony

Leader bonus
Settle 1 planet instead of adding Colonies

Empire symbol bonus
Each Colonize symbol in your Empire reduces the number of Colonies needed to Settle by 1

Add 1 Resource token to an empty resource slot in your Empire

No bonus until stack is depleted; then add additional production as shown on display

No bonus until stack is depleted; then add additional research symbol as shown on display

Remove the Politics card from the game and choose 1 Role card from the stacks to add to your hand

Politics cards are never used to Boost or Follow any Roles

Discard played cards
Place cards played during the Role Phase into your discard pile (except Colonies tucked under planets)

You may discard any number of cards from your hand

Reconcile hand
Draw or discard cards until you reach your Hand Limit (base of 5, modified by planets)

Reshuffle when empty
Whenever you must draw and your deck is empty, shuffle your discard pile to create a new deck

Winning

How to claim victory.

1
Game end trigger (2-3 players)
The game end is triggered when EITHER the Influence supply is exhausted OR 1 Role card stack is depleted

Game end trigger (4 players)
The game end is triggered when EITHER the Influence supply is exhausted OR 2 Role card stacks are depleted
3
Equal turns rule
After triggering, the game ends when all players have taken an equal number of turns (player to start player's right takes final turn)
4
Overflow Influence
If the Influence supply runs out, players still receive entitled tokens using the 8 set-aside tokens or spare Resource/Fighter tokens
5
Calculate final score
Add Influence from your Influence tokens, Technology cards, and face up Planet cards
6
Determine winner
The player with the highest total Influence wins
7
First tiebreaker
The tied player with the most Resource and Fighter tokens in their Empire wins
8
Second tiebreaker
If still tied, play another game to determine the victor
