Between Two Cities

In Between Two Cities, players draft tiles representing city districts while collaborating with neighbors to build two separate cities. Each turn, you select tiles from your hand and place them in the cities you're co-designing with adjacent players. Cities score based on livability, but your final score equals your lowest-scoring city, forcing balanced attention between both projects.

Get Ready

Setup the game with these step-by-step instructions before diving into your turn.

Arrange seating order
Draw a seating order card and sit clockwise according to the category shown (e.g., alphabetically by birth city)

Alternative random seating
Deal one seating card to each player and arrange clockwise by the number in the upper left corner

Place the score board
Put the score board in the center of the table

Position city tokens
Place one city token between each pair of adjacent players and its matching token on the score board

Distribute reference cards
Give each player one reference card
6
Prepare duplex tiles
Shuffle the rectangular duplex tiles and place them face-down near the score board
7
Prepare building tiles
Place the box of square building tiles in the center, shuffle them, and keep them face-down

On Your Turn

What you can do during your turn.

Draw building tiles
Each player draws 7 square building tiles to form their hand

Select tiles secretly
Choose 2 tiles from your hand and place them face-down in front of you

Pass remaining tiles
Place unused tiles above the city to your left with the city token on top to signal completion
4
Reveal tiles simultaneously
When all players are ready, everyone flips their 2 chosen tiles face-up

Discuss placement
Openly strategize with your partners about optimal tile placement

Place tiles
Put one tile in your left city and one in your right city, both oriented the same direction
7
Ensure adjacency
New tiles must share at least one edge with an existing tile

Maintain 4x4 grid requirement
Never place tiles in a way that prevents the final 4x4 square formation

Repeat the process
Take the tiles from the city token to your right and continue selecting, revealing, and placing
10
End the round
When only 1 tile remains under each token, discard it face-down and proceed to Round Two

Draw duplex tiles
Each player draws 3 rectangular duplex tiles

Select duplex tiles
Secretly choose 2 tiles and place the remaining one face-down to remove from play

Reveal and place
Show both tiles and place one in each of your cities

Follow duplex placement rules
At least one half of the duplex must be adjacent to an existing tile while maintaining the 4x4 grid possibility

Follow Round One steps
Draw 7 tiles, select, reveal, and place as before

Reverse passing direction
Pass unused tiles to the right instead of left, receiving new tiles from the left

Complete the cities
Each city should form a 4x4 square of 16 tiles at round's end

Score shops
Award 2/5/10/16 points for 1/2/3/4 shops in a single straight line (horizontal or vertical)

Score factories
Compare factory counts across all cities

Score taverns
Award 1/4/9/17 points for 1/2/3/4 different tavern types in a city

Score offices
Award 1/3/6/10/15/21 points for 1/2/3/4/5/6 offices anywhere in the city
22
Score parks
Award 2/8/12/13/14+ points for groups of 1/2/3/4/5+ connected parks
23
Score houses
Each house earns 1 point per different building type in the city (excluding houses)

Winning

How to claim victory.

Calculate final score
Your score equals the lower of your two cities' scores

Determine the winner
The player with the highest final score wins
3
Break ties with higher city
Compare the higher-scoring cities of tied players
4
Break further ties with building counts
Compare total building types across both cities in order: shops, factories, taverns, offices, parks, then houses
5
Manage four cities
Each player controls two cities (one on each side)
6
Double all rounds
Play rounds 1a, 1b, 2a, 2b, 3a, and 3b following normal rules twice
7
Calculate two-player score
Sum both of your cities' scores instead of taking the lower one
8
Resolve ties
Use the second tiebreaker method from the standard rules
