Atlantis Rising (Second Edition)

In this cooperative worker placement game, players race to construct a cosmic gate before their island home of Atlantis sinks completely. Teams deploy citizens to gather essential resources, balancing risk and reward as coastal locations offer better resources but face flooding dangers. Victory requires successfully building and powering the escape gate before catastrophic flooding destroys everything.

Get Ready

Setup the game with these step-by-step instructions before diving into your turn.

1
Assemble the island
Lay out the 37 island board tiles in the configuration shown in the rulebook, forming six peninsulas around a center tile
2
Prepare the supply
Place mystic barriers in plastic stands, all resources (ore, Atlantium, gold, crystal), mystic energy tokens, and dice near the game board as a common supply
3
Create the library deck
Shuffle artifact cards separately, set aside 4 randomly, return remaining artifacts to the box, then combine the 4 artifacts with all other library cards and shuffle to form the library deck placed near the library peninsula

Build the misfortune deck
Collect Calm Seas and Controlled Flood cards based on difficulty level (9 Calm Seas and 3 Controlled Floods for introductory game), shuffle them into the basic misfortune cards, and place near the board

Set up the Wrath Track
Place the Wrath of the Gods track near the misfortune deck with the wrath token on the zero (0) space

Prepare the Blueprint
Collect component tiles marked with letter A (all 5), plus Mystic Siphon (B), Matter Converter (B), Numinous Beacon (C), and Entropy Drive (C), along with the Power Core, arranging them in a row near the board

Select councilors
Each player chooses a councilor board (assign one player as Artificer for first games), selects a player color, and takes 2 followers, 1 Leader, and 1 player marker of their color

Distribute starting resources
Each player takes 2 mystic energy tokens

Stock the Atlantean supply
Place 2 followers of each selected player color plus all volunteers in the supply area of the Wrath of the Gods track

Position the Cosmic Gate
Place the Cosmic Gate board near the Island board

Determine first player
The player who most recently went swimming becomes the starting player and takes the starting player marker

3-player setup
Each player receives 4 Atlanteans (3 followers, 1 Leader), places 3 more in the supply, may control up to 6 total followers

2-player setup
Each player receives 5 Atlanteans (4 followers, 1 Leader), places 3 more in the supply, starting player takes the Hologram piece
14
Solo setup
Take 5 Atlanteans of one color (4 followers, 1 Leader), set 3 in supply, take both Hologram and Automaton pieces, gain 1 mystic energy at the start of each turn

On Your Turn

What you can do during your turn.

1
Deploy all Atlanteans
Players simultaneously place all Atlanteans from their councilor's pool onto empty spaces on the Island or Cosmic Gate board
2
Respect space limits
Each island tile (except center) has limited spaces indicated on the tile; each space represents one opportunity to take that tile's action
3
Use the center freely
The Mystic Power Source (center tile) may hold any number of Atlanteans
4
Resolve placement disputes
If players disagree on placement order, the starting player determines the order
5
Draw misfortune cards
Beginning with the starting player and proceeding clockwise, each player draws and fully resolves one misfortune card before the next player draws
6
Follow special misfortunes
When drawing a special misfortune, follow the instructions on the card

Handle Calm Seas
When drawn, nothing happens

Flood tiles for basic misfortunes
Flip the unflooded tile farthest from the center on the indicated peninsula
9
Return displaced Atlanteans
Any Atlanteans on a flooded tile return to their pool without taking actions this round
10
Handle fully flooded peninsulas
If the indicated peninsula is completely flooded, flood two tiles of the current player's choice from any peninsula(s)

Make decisions
The player who drew the misfortune has final authority on any choices, though all may discuss

Resolve actions collectively
Players decide together in what order to resolve placed Atlanteans' actions; starting player breaks ties

Use Leader abilities
Leaders take actions like followers but also have special abilities benefiting nearby Atlanteans as described on councilor boards
14
Track completed actions
Lay down each Atlantean after their action is completed
15
Return Atlanteans
After all actions resolve, return all Atlanteans to their councilor's pools
16
Roll for resources
Roll 1 die per Atlantean placed; success (rolling equal to or higher than the space's number) grants 1 resource of that type: Mountains = ore, Hills = gold, Forests = crystal

Boost die rolls
After rolling, spend mystic energy to add +1 to the result per energy spent (only the rolling player may do this)
18
Require two Atlanteans
Cities have double spaces requiring 2 Atlanteans (from same or different players) to activate

Roll and add Wrath
Each present Atlantean rolls 1 die, add the Wrath of the Gods track value to the total
20
Recruit on success
If total equals or exceeds target number, recruit 1 new follower matching one of the activating Atlanteans' colors from the supply

Choose recipient
If two players share the space, they decide who receives the new follower

Draw library cards
For each Atlantean placed, draw 2 cards from the library deck

Keep cards per tile icon
Keep both cards, OR keep 1 and discard/place other on deck bottom, depending on the tile's icon

Spend for extra cards
Pay 1 mystic energy to keep the second card instead of discarding it
25
Maintain hand limit
Maximum hand size is 4 library cards; discard or play immediately if exceeded

Play cards freely
Library cards may be played at any time but cannot interrupt other effects

Display artifacts
Artifacts are placed face-up in front of you when kept, providing permanent ongoing benefits

Convert ore to Atlantium
Exchange 1 ore for Atlantium at the rate shown on the tile (1:2 or 1:3 depending on location)

One conversion per Atlantean
Each Atlantean present may convert only one ore

Collect mystic energy
Take 1 mystic energy for each Atlantean placed on the center tile

Boost die rolls
Add +1 to a die result per 1 energy spent

Keep extra library cards
Spend 1 energy to keep an additional card when drawing

Place mystic barriers
Spend 4 energy during Place Atlanteans or Take Actions phase to place a barrier next to any peninsula with at least one tile remaining

Unflood tiles
Spend 5 energy to flip the flooded tile closest to center in a chosen peninsula

Pool resources
Multiple players may contribute energy for barriers or unflooding

Protect peninsulas
Each peninsula may have only one barrier; when a tile would flood, discard the barrier instead

Note exceptions
Controlled Flood cards overpower barriers, removing the barrier then flooding the tile

Place on build spaces
Atlanteans must be placed on the Cosmic Gate board's center spaces to build components

Contribute together
All players with Atlanteans on the same build space may spend resources toward one component

Match resource costs
Spend the exact resources shown on the component tile

Complete the build
Take the built component from the Blueprint, flip to its built side, and place on the Cosmic Gate board

Gain component benefits
Some components provide one-time benefits when built; others add new action spaces

Flood tiles equal to Wrath level
Players choose and flood a number of island tiles equal to the current Wrath of the Gods track value

Resolve disagreements
Starting player chooses tiles if players cannot agree

Advance the Wrath counter
Move the counter up one level (unless already at maximum)

Pass the starting player marker
Give it to the next player clockwise to begin a new round
47
Wait until ready
Cannot build until all other Blueprint components are completed

Require all Leaders
Every player must place their Leader on the same build space

Contribute universally
Each player must contribute at least one resource or mystic energy toward the cost

Use volunteers temporarily
Volunteers are gained through abilities, cards, or components; they act like Atlanteans for one round then return to supply

Control the Hologram
(2-player/solo) Each round, reveal top 2 councilor boards, choose one ability for the Hologram, discard the other; Hologram acts as a Leader with that ability

Deploy the Automaton
(solo) Does not take actions but grants +2 to die rolls of Atlanteans placed with it; must always accompany another Atlantean

Winning

How to claim victory.

1
Build the Power Core to win
When the Power Core is built with all Leaders contributing, all players immediately win and transport Atlantis's population to safety
2
Lose if fully flooded
If every tile including the Mystic Power Source floods before completing the Power Core, all players immediately lose and Atlantis is lost forever
3
Trigger center flooding
If no peninsula tiles remain when a tile must flood, flood the center tile, ending the game in defeat
