Players engage in the ideological struggle between Islamic jihadists and Western forces following 9/11. One side operates as extremists using terrorism and insurgency, while the other represents US-led counterterrorism efforts. Through card-driven gameplay featuring events like regime change and democratization, players battle for influence across the Muslim world to achieve their conflicting strategic objectives.

Get Ready

Setup the game with these step-by-step instructions before diving into your turn.

Determine starting conditions
Set initial Funding level, Troops track positions, and US Prestige according to scenario

Deal starting cards
Each player receives cards based on current Funding and Troops tracks

Place initial markers
Position World Posture marker, GWOT Relations marker, and any scenario-specific markers on the board
4
Prepare card deck
Shuffle all cards to form the draw deck
5
Set up Available Plots
Place Plot markers in the Available Plots box
6
Position Cell markers
Place Cells on the Funding track according to setup rules

On Your Turn

What you can do during your turn.

Structure Action Phases
Each turn consists of Jihadist Action Phase (play 2 cards) then US Action Phase (play 2 cards)

Choose card use
When playing a card, choose to use it for Event or Operations (points)

Handle opponent events
If card has Event associated with other side, that Event occurs and playing side chooses which happens first (Event or Operations)

Mark special events
If Event says "Mark," place associated marker in Event box or country space
5
Track lapsing events
If Event says "Lapsing," place card in Lapsing box
6
Use US Election cards
These always trigger both Event and Operations; playing side chooses order
7
Add to Reserves
Only for cards with ops value of 1 or 2; add 1 or 2 ops to Reserves for later use

Recruit cells
Target country with Cells or Cadres; roll 1 die per ops point
9
Travel cells
Move Cells to any destination country; set Active to Sleeper status
10
Execute Plot operations
Target non-Islamist Rule country with Cell(s); roll 1 die per ops

Conduct Jihad
Target Muslim countries (not Iran, not Islamist Rule) with Cell(s)

Attempt Major Jihad
Target Muslim country with Cells ≥ Troops + 5

War of Ideas (Muslim countries)
Improve Alignment or Governance; cost = ops ≥ Governance

War of Ideas (non-Muslim countries)
Roll for target country Posture; cost = ops ≥ Governance

Disrupt cells
Target non-Muslim country, Ally, or country with ≥2 Troops; cost = ops ≥ Governance

Alert plots
Block a Plot in any country; cost = 3 ops

Deploy troops
Move Troops to Ally Muslim country or Troops track; cost = ops ≥ Governance

Regime Change
Overthrow Islamist Rule; cost = 3 ops

Withdraw troops
Remove Troops from Regime Change country; cost = 3 ops

Reassessment
Change US Posture (Hard↔Soft); cost = 2× 3-value ops cards

Maintain Regime Change deployments
When moving Troops out of Regime Change country (not Withdrawing), must leave Troops ≥ Cells + 5

Resolve Plots
At end of US Action Phase, resolve all unblocked Plots

Check Islamist Rule penalty
If any country has Islamist Rule, US loses 1 Prestige

Check World Posture bonus
If net World Posture = 3 and matches US Posture, US gains +1 Prestige

Clean up turn
Discard cards in Lapsing box and 1st Plot box; set markers aside; set all Reserves to 0; flip green Regime Change markers to tan side

Deal new cards
Deal cards per current Funding and Troops tracks

Reshuffle if needed
If insufficient cards in draw deck, create new deck from discard pile, Lapsing cards, and 1st Plot cards

Roll when required
Operation or Event in country with no Alignment or Posture triggers roll

Winning

How to claim victory.

US wins immediately
If Resources with Good Governance > 2× Resources with Islamist Rule

US wins immediately
If Muslim countries with Good Governance have ≥12 Resources

US wins immediately
If 15 of 18 Muslim countries have Good or Fair Governance
4
US wins immediately
If there are 0 Jihadist Cells in all countries
5
Jihadists win immediately
If countries with Islamist Rule have ≥6 Resources AND ≥2 of these countries are adjacent
6
Jihadists win immediately
If 15 of 18 Muslim countries have Poor or Islamist Governance AND US Prestige = 1
7
Jihadists win immediately
If WMD Plot resolved in US without being countered
8
Check at game-end reshuffle
If draw deck requires reshuffling for the game-end reshuffle, the game ends
