Players secretly select character roles each round to gain gold and construct buildings in this medieval city-building game. Each character offers unique abilities like stealing gold, assassinating opponents, or destroying buildings. On turns, players collect resources then build districts costing gold. Victory goes to whoever scores most points when someone completes their seventh building.

Setup the game with these step-by-step instructions before diving into your turn.

1
Select role cards
Choose 9 role cards for the game (for beginners: Assassin, Thief, Magician, King, Bishop, Merchant, Architect, Warlord, and Tile Mason) and return unused role cards to the box

Prepare role tokens
Place the matching role tokens in numerical order in the center of the table as reminders of which roles are in play

Select special district cards
Choose 14 special district cards with varied building costs to include in the game and return the rest to the box
4
Create the district deck
Shuffle the 14 special district cards together with the 54 basic district cards and place face-down within reach of all players
5
Distribute starting cards
Deal 4 district cards face-down to each player, plus give each player a reference card
6
Distribute starting gold
Give each player 2 gold coins and place the remaining coins as the bank in the center of the table
7
Determine first crowned player
Give the crown and the role cards to the oldest player
8
Adjust for 2-player game
Use roles numbered 1-8; each player will control 2 roles but share one gold supply and one city
9
Adjust for 3-player game
Use roles numbered 1-9; each player controls 2 roles with one gold supply and one city; complete city requires 8 districts

On Your Turn

What you can do during your turn.

Burn face-up cards
The crowned player randomly discards role cards face-up according to player count (4 players: 3 cards, 5 players: 2 cards, 6 players: 1 card, 7-8 players: 0 cards)

Burn face-down card
The crowned player discards one additional role card face-down without looking

Replace King if burned
If the King/Emperor role is among face-up discarded cards, shuffle it back and discard a replacement

Select your role
Starting with the crowned player, each player secretly chooses one role card and passes the remaining cards to the player on their left

Discard final card
The last player places the remaining card face-down with other discarded cards

8-player special rule
The eighth player chooses between the card received from the seventh player and the face-down discarded card
7
Call roles in order
The crowned player calls out each role by number, starting from role 1

Reveal your role
When your role is called, show your role card and begin your turn

Handle theft
If the Thief targeted your role, immediately give all your gold to the Thief player
10
Handle threats
If the Blackmailer placed a threat token on your role, you must resolve it before building by either paying half your gold (rounded down) or refusing and revealing the token

Gather resources (mandatory)
Choose one: take 2 gold from the bank OR draw 2 district cards, keep 1, and place the other at the bottom of the deck

Build a district (optional)
Play one district card from your hand to your city and pay its gold cost to the bank

Respect building restrictions
You may only build one district per turn (unless your role allows otherwise) and cannot build a duplicate of a district already in your city

Use role ability (optional)
Execute your role's special ability once during your turn at any point unless timing is specified

Assassin (1)
Name a role to kill; that player skips their entire turn this round without revealing their identity

Witch (1)
After gathering resources, name a role to bewitch; your turn pauses until that role is called, then you complete your turn using their abilities while they only gather resources

Magistrate (1)
Place 3 warrant tokens face-down under 3 different role tokens; if the player with the sealed warrant builds a district, confiscate it to your city and refund their gold

Thief (2)
Name a role (not role 1 or a killed/bewitched role); when that role is revealed, take all their gold
19
Spy (2)
Choose a player and name a district type; view their hand, take gold equal to matching cards, and draw that many cards from the deck
20
Blackmailer (2)
Place 2 threat tokens face-down under 2 role tokens; threatened players must pay half their gold or risk losing all gold if the threat is real

Magician (3)
Either exchange all hand cards with another player OR discard any number of cards and draw equal replacements

Wizard (3)
Look at a player's hand, take one card, and either build it immediately (ignoring build limit) or add it to your hand; you may build duplicates this turn

Seer (3)
Take one random card from each player's hand, then give each of them one card from your hand; you may build up to 2 districts this turn

King (4)
Take the crown immediately; earn 1 gold per noble (yellow) district in your city

Emperor (4)
Take the crown and give it to another player, then take 1 gold or 1 random card from them; earn 1 gold per noble district

Patrician (4)
Take the crown; draw 1 card per noble district in your city

Bishop (5)
Your districts cannot be destroyed by role 8; earn 1 gold per religious (blue) district

Abbot (5)
If not the richest player, take 1 gold from the richest player; earn any combination of gold/cards equal to your religious districts

Cardinal (5)
When building, you may give cards to another player to take their gold (1 card = 1 gold) to cover costs; earn 1 gold per religious district

Merchant (6)
Receive 1 extra gold at the start of your turn; earn 1 gold per trade (green) district

Alchemist (6)
At the end of your turn, receive back all gold spent on building this turn

Trader (6)
Building trade districts does not count toward your build limit; earn 1 gold per trade district

Architect (7)
Draw 2 extra cards at the start of your turn; you may build up to 3 districts

Navigator (7)
Receive either 4 gold or 4 cards; you cannot build any district this turn

Scholar (7)
Draw 7 cards, keep 1, shuffle the rest back on top of the deck; you may build up to 2 districts

Warlord (8)
Destroy one district in another player's city by paying 1 gold less than its cost; you may destroy your own district at full cost; earn 1 gold per military (red) district

Diplomat (8)
Exchange one of your built districts with another player's district, paying the cost difference if yours is cheaper; earn 1 gold per military district

Marshal (8)
Confiscate a district worth 3 gold or less from another player's city by paying them its cost; earn 1 gold per military district

Queen (9)
Earn 3 gold if seated next to the player who reveals role 4
40
Artist (9)
Place 1 gold on up to 2 of your districts to "beautify" them, permanently increasing their value and cost to destroy by 1
41
Tax Collector (9)
All players (except Tax Collector and those with no gold) must pay 1 gold after building; collect all paid taxes during your turn

Winning

How to claim victory.

Trigger game end
The final round begins when any player builds their 7th district (or 8th in 2-3 player games)

Complete the round
Finish the current round through the last role before scoring
3
Count district values
Score 1 point for each gold coin printed on your built district cards
4
First completion bonus
The first player to complete their city earns 4 bonus points
5
Other completion bonus
Other players who complete their city by round's end earn 2 bonus points
6
Color variety bonus
Earn 3 bonus points if your city contains at least one district of each of the 5 colors (noble, religious, trade, military, special)
7
Add special district bonuses
Include any end-game bonus points from special district cards in your city
8
Determine the winner
The player with the highest total score wins
9
Break ties
If tied, the player whose role number was higher in the final round wins
